Opium Regulations.
Our attention has been drawn to now opium regulations
applying to your province, which have been published in the "lan
Po" newspaper of your end dated the 3rd instant, and wo enclose
translation of extracte from #LES.

These regulations are nost drastic, and if on
would stifle the trude. We shall then thorofore feel obligod
if you will kindly enter a strong protest through the British
Lonsul.
We would particularly draw your attention to the various
sections of Clause 40.4 and to lausen Nos.17, 18 and 19.
The suppression of opium, so far as it applies to the
foreign drug, can only take effect after the ngrood upon period
botwoon Grout Britain and China has elapsed, and we maintain
that any attempt to curtail that period in any part of whina,
shothor in a treaty port or in the interior, is illegal and
contrary to existing treaties.
Clauses Nos.17 xx to 19 are a direct interforence with
the freedom of the trade and should not be allowed to be enforced.
